Actually, Prickly Pam, it's more of a very loud chirping than a whistle. Here is an example:

A couple of birds chirping is okay but a flock is LOUD and annoying. Here is a recording of a flock in flight. Imagine that sound on the ground and very close. It can be almost deafening.
